Primary Job Purpose
The Water Systems Operator is responsible for managing field operations and maintaining the BWID water systems. This includes ensuring safe, reliable, and efficient service while maintaining compliance with BWID Articles of Incorporation, By-Laws, and Rules and Regulations.
Key Responsibilities
- Oversee and maintain BWID water systems, buildings, wells, equipment, and assets.
- Manage equipment warranties and resolve related issues.
- Procure and maintain necessary equipment and materials for system maintenance and repairs.
- Coordinate with contractors for system repairs and maintenance.
- Manage contracts and vendor relationships.
- Develop and track annual and long-term budgets and plans for system performance, maintenance, and upgrades.
- Maintain records and submit reports to state and local authorities.
- Conduct required testing and ensure timely submission of results to regulatory agencies.
- Compile and distribute the annual Consumer Confidence Report and semiannual newsletter.
- Read and monitor water meters, reporting any system issues.
- Coordinate responses to water emergencies, which may involve working in extreme conditions.
- Provide monthly reports to the Board of Directors.
- Stay updated with industry standards and maintain professional relationships with other water system operators.
- Obtain and maintain all required certifications for testing and system maintenance.
Routine Operations & Maintenance
- Document well meter readings and check reservoir levels weekly.
- Perform timely and efficient system repairs to minimize service disruptions.
- Maintain well houses and ensure security of all facilities.
- Operate and maintain BWID vehicles and equipment (trucks, backhoe, landscaping tools, etc.).
- Conduct all required water testing and submit reports to the State Health Division.
- Maintain inventory of system supplies in accordance with the annual budget.
- Rotate pump operation for efficiency and maintain SCADA system accuracy.
- Troubleshoot and repair pump issues as needed.
- Manage chlorination system and conduct chlorine level tests three times per week.
- Annually exercise all major system valves and test fire hydrants.
- Replace meters, repair pipes, install water lines, and conduct system locates.
- Maintain cathodic protection and manage water rights documentation.
- Apply for grants to support system improvements.
- Comply with OSHA safety regulations and ensure proper posting of safety warnings.
- Perform landscaping and maintenance on BWID properties.
- Manage water service activations and disconnections for delinquent payments.
- Foster positive community relationships and support local initiatives.
- Submit daily reports to the Board.
Required Knowledge, Skills & Experience
- Ability to perform technical work with independent judgment and discretion.
- Strong understanding of BWID computerized control systems and troubleshooting capabilities.
- Proficiency in software applications (Excel, Word, and BWID control systems).
- Knowledge of electrical, mechanical, and control systems for water operations.
- Familiarity with regulatory requirements for potable water systems.
- Experience with contract management and vendor coordination.
- Ability to interpret system drawings, blueprints, and documentation.
- Minimum five years of experience in water system operation and maintenance (or equivalent).
- Valid Oregon Driver’s License.
Physical & Mental Requirements
- Strong problem-solving and analytical skills.
- Ability to work on and maintain water system equipment.
- Capability to climb ladders/stairs (up to 100 feet) for equipment access.
- Ability to lift up to 50 lbs.
- Work in confined spaces and varying weather conditions.
- Operate BWID vehicles and heavy equipment (backhoe, lawn tractor, chainsaws, etc.).
- Perform duties safely in extreme temperatures.
- Carry out other responsibilities as assigned by the Board of Directors.
