Description:

The North Clackamas County Water Commission (NCCWC) operates a 20 million gallon per day potable drinking water plant located along the Clackamas River in Oregon City, Oregon. The plant is designed as a unique combination of slow sand and membrane filter technology, allowing for each technology to be in service either independently or in tandem depending on water quality and seasonal demands. NCCWC serves wholesale water to three principal local agencies:  Oak Lodge Water Services, Sunrise Water Authority, and the City of Gladstone (with a total service population of more than 90,000 customers). The plant is normally staffed by four (4) full-time operators that serve in shared, staggered rotation on 10-hour daily shifts, 4 days a week, with additional schedule for on-call (after hours) service.
NCCWC is seeking a permanent, full-time licensed Water Treatment Plant Operator. This individual will serve as part of the regular plant staff and be responsible for its daily operation, including maintenance and repair of various mechanical and hydraulic systems (e.g., pipes, pumps, blowers, filters, air compressors and other equipment); water quality testing and reporting. The job also requires the person to conduct basic water quality sampling and testing related to plant operations and required water quality monitoring and reporting.
 

Examples of Duties / Knowledge & Skills:

•    Operate and control electric motors, and pumps to regulate flow of raw water into treatment plant.
•    Perform laboratory quality control checks to maintain plant processes and maximize water quality.
•    Collects water samples and analyzes samples to determine alkalinity, hardness, pH, turbidity, and chlorine residual.
•    Compute and record data such as chlorine residual, water turbidity in daily logs.
•    Perform equipment checks on screens, pumps, and motors; make minor repairs and adjustments as needed.
•    Monitors and controls water treatment system through SCADA systems.
•    Identifies problem and taking immediate corrective action to resolve problem.
•    Maintains the operational integrity of the water treatment facilities through daily inspection and identification of needed repair and maintenance.
•    Conducts preventive and general maintenance on a variety of small and large water treatment process equipment and system instrumentation.
•    Maintains and purchases spare parts inventory for treatment process-related equipment.
•    Reads and interprets technical data and information (e.g., design plans, equipment specifications, and operational manuals).
•    Maintain plant grounds including mowing, weeding, and trimming trees, and vegetation.
•    Attends continuing education programs to enhance knowledge of water treatment and supply.
•    Performs related duties as assigned.

 

Minimum qualifications & Requirements:

Possession of a State of Oregon Level 1 Water Treatment Operator certification (or higher) or be able to obtain this level of certification within six months of hire is highly preferred. The ideal candidate will possess an associate degree in Water Treatment or related advanced post-secondary training and one (1) or more years of experience in water treatment plant operations; or an equivalent combination of experience, training and education. Candidates with prior experience operating slow sand or membrane filtration systems are preferred.

***Candidates with a higher level of experience and/or a hold an Oregon Level 2 or 3 Water Treatment Operator certificate are also encouraged to apply. Candidates with more experience may be placed in a higher wage range than reflected on this posting.
 

Minimum Qualifications:
•    High School diploma or GED equivalent.
•    Currently possess an Oregon Level 1 Water Treatment Operator certification (or higher).
•    A valid Oregon driver’s license and satisfactory driving record.
•    All applicants must also successfully pass a drug and alcohol screening and background check prior to employment.

 

Supplemental information:

Knowledge and skill in the operation and maintenance of water treatment facilities and related processes. Ability to understand of federal and state regulations regarding water treatment and related reporting, skill in laboratory sampling and analytics and implementation of laboratory QA/QC. Must have knowledge of OSHA safety standards and other occupational safety precautions. Ability to use and knowledge of computer software applications (e.g. word processing, spreadsheets, e-mail, and other common office applications) including the operation of SCADA interface and remote control systems. Ability to maintain and repair of complex mechanical, electrical, and hydraulic systems and use basic power tools and hand tools. Ability to read and interpret blueprints and maintenance manuals and apply that information to maintenance procedures. Must be able to perform common math and chemistry skills related to water treatment (e.g. dosage, concentrations, etc.), pumping, flow rates and other operational criteria, Ability to communicate clearly in both oral and written forms; professionally interact with staff, vendors, consultants and other relevant parties. Ability to be on-call (work after hours) to respond to system emergencies and alarms (remotely or on-site) in a timely manner (preferably under one hour); and ability to work weekends and some holidays. Ability to work alternate shifts, perform physically demanding tasks (lift at least 50 lbs) in both indoor and outdoor environments under adverse weather conditions.
